And what about the lengths of extensions? Can "known" extensions be only a max of x letter or do they have a minimum.

Why would there be?

And what about the case of files that end in .# (where # is any positive integer), will those "extensions" be ignored if they are preceded by a known extension?

Why? That would be useful for noting application versions in the extension.
