Yup -- it wouldn't need to be LGPL/BSD unless it needed to be linked against in products. If all it needs is components then they could easily be XML-based and just be read by the GPL program.

It would make sense to have the descriptions and updates available via some standard protocol like HTTP instead of requiring a specialized server, IMHO (means that us mere shareware developers without leased lines could use it).

But if we could find some1 to host a version-tracking server, which the program contacts and compares versions with, then the downloads could be transfered by HTTP.
