I may be wrong, but it appears that this is at least available via Carbon.
MacWindows.h includes a "Window Transitions" section where one such
constant for "WindowTransitionEffect" is kWindowSheetTransitionEffect.
The comment next to that constant:
Zoom in/out from parent. Use with TransitionWindowAndParent and Show or
Hide transition actions.
Not sure if this same stuff is available in Cocoa.
