You don't want to ;)
ScrollView is not a "scalable view", but a "view with scrollers", whose
purpose is to allow for _OTHER_ scalable views (with co-operation with
ClipView, details can be found in documentation: RTFM!).

Just use "Group in ScrollView" in IB, and all should work properly automatically.
