There's a template included with Project Builder, it's pretty easy to get
it running from there. And I couldn't believe my eyes when I saw that the
documentation is already finished!
/System/Library/Frameworks/PreferencePanes.framework/Resources/English.lproj/
Documentation/ (this is out of my head, there might be a typo somewhere).
