No, it's hidden away in Carbon.framework(/Frameworks/ImageCapture.framework), IIRC.

I found this page, but it's of limited use (and seems to be a Carbon-only thing, just as QuickTime authoring functionality is Carbon only). It would appear to be rudimentary framework documentation for the Image Capture Framework:

... whether or not it will ever be offered to Cocoa programmers as an Obj-C API, who knows? Personally I'd use it (in Cocoa) if only I knew how (i.e. no docs).
