for Apple making IB OpenSource.

Yes, I also don't see any negative point. But you know how it is: large
companies tend to be somewhat paranoid when it comes to questions about
their intellectual property. Ask yourself: why didn't they just
opensource all their abandoned technologies (like OpenDoc, QuickDraw3D,
QuickDrawGX, NewtonOS to name some)? They have to see a benefit (that is
bigger than the risk) in it to actually do it.
Even if they have "private" technologies in it, they still can ship
them as frameworks (e.g. the current file format read/write routines).
same opinion.
And it will be one of the best general and complete Cocoa example out
there
