I have followed the docs for making a prefPane bundle, and everything works
beautifully.

I'd like to give my prefPane a custom icon. I have set the "Icon file:" setting
in the "Bundle Settings" tab to refer to the .icns file (the same one used by
the preferences panel itself, which is correctly displayed by the system pref
panel application), but the built prefPane does not have a custom icon.

Is there any other trickery I must invoke?

Judging from the fact that no Apple-supplied preference pane has a custom icon, and the lack of any reference to this in the available documentation on pref panes, I'd say you would have to resort to the brute force method (using Finder's Show Info menu and copying and pasting the icon onto your pane from somewhere else).
