Judging from the fact that no Apple-supplied preference pane has a
custom icon, and the lack of any reference to this in the available
documentation on pref panes, I'd say you would have to resort to the
brute force method (using Finder's Show Info menu and copying and
pasting the icon onto your pane from somewhere else).
