Yes, but it's not easy to find. I think it's somewhere in IconServices (Carbon) that I found it. Look for IconFamilyResource. The file structure is just the same as the in memory and resource fork structure.

As I remember, most of it is pretty straight forward, but the 128x128 icons are stored in PICT format, and that is a pain to decode.

It's much easier to use Carbon to do the work for you.
