It is actually two OpenGL planes with the images as texture moving in 3D space. I have never used OpenGL, but I'm told this should be a fairly simple task to implement.

In the case of the screensaver, yes, it's OpenGL-based (which is why it's so slow on computers that Apple didn't bother to supply HW GL acceleration drivers for), but I remember reading that the dock uses some sort of custom algorithm that they were going to open up as a public API but haven't gotten around to yet.
