toggleToolbarShown and titlebar widget

In trying to override the toolbar toggling behavior in chimera, i've
noticed that toggleToolbarShown: only gets called when i show Show/Hide
Toolbar from the menus. It _doesn't_ get called when the user clicks the
widget at the right of the window's title bar.
Where is the bottleneck for both of these mechanisms?
