Well, if "such and such" is a presumably lenghty operation, I would not mind. If, say, I press "relaculate all" button in a big spreadsheet, I know that it might (or perhaps even should) do that in an extra thread, but I am not surprised if it does not and a busy cursor appears instead.

Otherwise, if the app is just designed/implemented so poorly that it shows busy cursor without a good cause, I'd be angry all right -- and I'd be even angrier if it did the same poor job emphasized by displaying a progress panel at that!
