What is the best way to submit Cocoa bug reports to Apple

I've tried bugreporter.apple.com, but there doesn't appear
to be an AppKit or Cocoa component.

Submit it under the Mac OS X component. Note though that AppKit might be doing some funky caching or other such stuff, and the memory might not be leaking at all.
