Help! Cannot add copy build phase (or whatever phase)?

For the last hour I have tried to add a copy phase to my project (April
Dev Tools, Mac OS X 10.1.5) and whatever I do, the "New Build Phase"
submenu stays grayed and inactive. Even following the step-by-step
instructions
1. In the project window, click the Targets tab, open the target,
select an existing build phase, and choose Project > New Build Phase >
New Copy Files Build Phase.
does not work. What is 'open the target'? Clicking on it so the little
triangle points down? I can do that, but there are no Build phases at
all. So, since I cannot select a build phase, I cannot add one.
This has worked for me at one time in the past but I can't remember. Is
this a bug in PB?
