Grabbing and dragging background (only answer if you have the time)

I have a simple graphing view I am working on and I would like the
users to able to grab (by click and drag) the graph "backgroud" and
have it slide around as they drag. It would slide inside of the
containing scroll view but would need to stop scrolling when a side is
hit.
I know about autoscroll but that only scrolls when the user drags past
the edge of scroll view. I know I can get this going but I have other
thing I am working on first.
Anyway... anyone have any example code that could short cut the time it
would take for me to figure out what is needed? If not any pointers?
Otherwise I will figure it out when I get to.
