Not really. But that my be because English is not my native language.

What I read is, essentially:

"You are not allowed to use System icons.
Except where they are part of a standard interface element; in this case you *should* use them."

Is that correct?

So, what if I'd use the 'switch' icon from iTunes' toolbar? This is rather generic and would not be confusing for users. Alas, by following the rules it seems it's not allowed anyways.

There should really be some standard icons with specifications about their intended use.
