Multiple Help menus in Jaguar

I don't know if anyone else has noticed this, but I had a Cocoa
application that before Jaguar had one Help menu with the standard
application help menu item. The application had a valid help book that
worked fine. Now when I recompile my application under Jaguar, I
notice that I have two identical Help menus that both link to the same
help book in Help Viewer. If I delete the Help menu in menu bar in my
MainMenu.nib file, the app will have one Help menu (like it's supposed
to).
Does Jaguar supply a Help menu by default now, and if so, where is that
documented? If it does, what happens when you run such an app on OS X
10.1.x? I don't want those users to have no help menu. Is this a
potential bug?
What gives?
