Break on -[NSException raise] as a permanent setting?

Is there any way to hardwire PB so that {break on -[NSException raise]} becomes a persistent PB default, rather than a project-by-project setting?

This simple feature is so crucial to efficient debugging (particularly for those new to Cocoa, who tend to generate the most exceptions) that it really ought to be in the PB preference panes somewhere.
