Is it OK to be able to see these files from Terminal? If so, just make the folder invisible. If you hide Restricted Access from people they won't even know about them to pry (but naming the folder Restricted Access is just asking for people to WANT to play with them). You're never going to prevent someone from finding these files and dinking with them if they want to find them, so take the simpler route and just hide them.

Marking them invisible keeps casual Finder browsing down to a minimum and doesn't require fragile permissions problems.
