Well, here's what I found out about my problem with creating a meta package:

The PackageMaker Help states:

Package Attibute - for each package the attribute dictates how it will be presented to the user:

selected - will be listed checked by default
unselected - will be listed as not checked
required - will not be deselectable, implies that this component must be installed

<Currently the package builder will need to manually type the attribute>

I *was* manually typing the attribute in PackageMaker, and it still did not work. The attribute could not be changed to anything except 'unselected'.

Next, I tried using the Property List Editor app to manually edit these values. This rendered the whole installer unusable.

The solution was to edit these values by hand in BBEdit. It seems some of the developer tools are in pretty sad shape at the moment.
