Before reinstalling everything try the following
- Download the August Dev Tools patch from the apple connect developer
web site. This patch includes a gcc compiler and InterfaceBuilder 2.3.1
- As root delete
/System/Library/Frameworks/InterfaceBuilder.framework
/Developer/Applications/Interface Builder.app
- Install the August Dev tools
This should give you a clean 2.3.1 IB.
Problem is if IB was not installed correctly I don't know the state of
your PB....
