Here's my perspective, please take with a grain of salt (I'm obviously
biased here).
Email lists can provide better immediate feedback but require more
bandwidth. Most people are usually not interested in even close to 100%
of the email that is pushed to their mail box. With forums you can pick
and choose which discussions you will take part in.
Many questions posted to a mailing list if not answered within a half
day are never answered and will usually be asked again. Forums provide
better stickiness to discussions and have the ability to automatically
push old discussions back to the top based on user traffic. The BBS
atmosphere promotes a good community as well.
Forums seem to have a lower barrier to entry and can have a richer user
interface. How many people subscribing to this list at apple know that
there is a searchable archive at Mamasam? All the pertinent tools are
collected into one place on the forum. Forums may be a better way to
appeal to the new cocoa users out there who feel a bit intimidated by
posting to an email list.
And the best part.... you can edit a BBS post after you posted it!

BTW - I have considering building a mail <-> phpbb2 bridge although I
think there might be some people that would offend ;)
