You can't; I've verified this with folks at Apple. Please file a bug
with Apple at bugreport.apple.com -- maybe if enough of us see the need
for it and tell Apple, it might happen one day. (I, for one, would
love to have Watson plug-ins advertise services, but it would need to
be constructed at run-time, since we don't know what plug-ins are
loaded until then.)

I was wondering if its possible to change the services menu of an app
on the fly? I've been throwing around in my mind an app that allows
you to 'pipe' text from a gui app to a unix app, such as selecting
text and using 'sort' to sort it. Now I could just use info.plist, but
I would really like a plugin architecture so that adding new unix
commands is modularized. Also, it would be nice to only display the
items that are visible. I would think there would be some way to
access the NSMenu related to the Service Menu, kinda like a Dock Menu,
but I can't seem to find reference to doing something like that.
