Help with framework and palette installation

I'm a newbie with respect to using PB to build frameworks and palettes.
I've attempted to build a couple of frameworks and get the following
errors:

ld: warning dynamic shared library:
/System/Library/Frameworks/Cocoa.framework/Cocoa not made a weak
library in output with MACOSX_DEPLOYMENT_TARGET environment variable
set to: 10.1

ld: warning dynamic shared library: /usr/lib/libSystem.dylib not made a
weak library in output with MACOSX_DEPLOYMENT_TARGET environment
variable set to: 10.1

I recently installed 10.2.3 and the Dec 2002 Dev Tools. I did not try
building frameworks in 10.2.1 so I don't know if this is related to the
new OS or dev tools.

Any help? I wasn't able to find the variable in headers or
documentation. Do I need to reset a global variable to build a
framework?
