LinuxPPC is built with GCC - a much newer release than Apple ships (but not the latest and greatest). And yes, LinuxPPC performance tromps on OS X (but it doesn't have lickable graphics).
There is some hope, but I do not believe that a simple switch to GCC 3.1 alone will make MacOS X nearly as fast as MacOS 9. And while the Quartz thing surely needs some extra cycles, I get a feeling that Apple wants the customers to buy new faster machines... just a feeling though.
