Argh, you are correct. I'm sorry. I thought the Foundation was open
source. I guess I was mistaken, and it's actually only CoreFoundation.

It's part of Darwin. You can download it from http://www.darwin.org/ .
Where exactly is the Foundation source? I don't see it.
The only thing remotely similar is the CF-Lite source (cut-down version
of CoreFoundation), which is not Foundation, it's a C-based API that
Foundation wraps in certain places.
