[Cocoa]Volume Control keys

I have one of the Apple Pro Keyboards that have the volume and eject keys on
it. I am wondering a few things.
1) Are the keys setup in software? Meaning could their use be changed some
how?
2) Would it be possible to write code to setup the F13-F15 keys to control
iTunes (next, previous, and start/pause)? Or would that be something only
Apple could do?
