Here is my guess.

1. It would clutter the frameworks.
2. Apple cannot afford to hire couple of extra engineers for all this free stuff like maintaining EOF for Obj-C.
3. MiscKit has this already, but the kit is AWOL.

For #2 & #3, maybe a paypal system is needed if everyone wants it fast and free.
