To correct myself: It's actually in the HIToolbox.rsrc file. Create an empty text file named HIToolbox, and put it on your desktop. Now, type this in the Terminal:

cp /System/Library/Frameworks/Carbon.framework/Frameworks/HIToolbox.framework/
Resources/HIToolbox.rsrc ~/Desktop/HIToolbox/rsrc

Then open the HIToolbox file on your desktop with ResEdit, double click on "CURS", and you will see all the special arrow cursors.
