IMHO, ideally services would be provided in a contextual menu and only
display the items that actually work.

I heartfully agree with that. The services menu is already getting to be as confuse as the Apple Menu in OS 9, and you can't change it so easily. Apple must add a "Services menu" preferences pane. Moreover there is a number of problems with keyboard shorcuts in this menu, too.

Also I find it quite irritating
that the entries in the services menu use the current application's
language rather than the user's preferred language. This way the menu
looks differently when using an application that supports your preferred
language from what it looks like in applications that don't (because they
only provide an English localisation, say) - a bit confusing, especially
as the different items may be rearranged as their entries have different
names in different languages (e.g. the entry by 'Grab').

Actually, you can change the behavior of an app just by adding an empty "French.lproj" directory inside (if your main language is french). I did that for PB and IB, because I changed a keyboard in the french "Localized.
rsrc" file, and this works only for those app who have a "French.lproj" directory, even empty! This is really odd. All apps should behave the same way than whose who have the adequate xxx.lproj directories (even empty, if they are not translated).
