Well, the text that is displayed is from the ReleaseNotes.html file (or ReleaseNotes.rtf in some versions) contained in the English.lproj subdirectory of Resources directory of the project package. It reads the same file from the bundle regardless of project, so it would appear to be quite a hack to make it read a different file depending on the project. With the source code, it would likely be easy, but it can't be done by simply writing a defaults value or hacking a plist.

You can replace the ReleaseNotes.html file with one of your choosing, or replace it with a symlink to whatever file you wish to show, but it will be the same file regardless of which project you open.
