Great! Should have known it was going to be something simple like that.
I've found a bug, though - PB doesn't like circular dependencies. It
crashes immediately after starting to build a target that indirectly
depends on itself. Also - the bug report form page isn't working.

by going to the Targets pane, and dragging the target for the plug-in
into the target for your main app to create a dependency. No command
line required.
