-LoginHook not working?

I need to have something launched every time an arbitrary user logs in.
This seemed easy to do by changing /etc/ttys and use -LoginHook with
loginwindow. But this doesn't seem to work. Is the login hook working or
is this something not yet implemented? How else can I have a tool launched
when a user logs in? I'd like to stay away from adding the tool in each
user's login items.
