I dunno works for me. I did:

IB-> New empty.

Added a window. But a NSTextField in.
Added a Panel. Made it an utility panel.
Added two buttons to the panel.
Connected button 1 with NSTextField cut: action.
Connected button 2 with NSTextField paste: action.
Tried test mode.
Typed text. selected some text. pressed button 1. CUT!
pressed button 2. PASTE!

So I can't help you.
