Intercepting keystrokes system-wide

Greetings,

Is it possible to intercept keystrokes system-wide? Specifically, if the
user types some key combination (e.g. command-option-shift-F8) at any time,
I want to bring one of my application's windows to the front. A pointer to
any relevant documentation or hardcopy where I can start out would be great.
