video driver development --- help!

I totally new to this, and I know if this is the right place to ask.
Basically, I'd like to know if it's possible to develop a video driver
for the ATI Rage Pro that supports better hardware acceleration
(especially with 2D graphics, OpenGL, movie playback). Apple has
decided to break their promise of supporting older machines that were
originally supported when OS X (not Rhapsody) was first announced. So
short of a petition (usually gets ignored) or a class-action lawsuit
(too messy and counter-productive), the best course of action is to make
our own as an open source project. Any pointers to get started are
appreciated.
