The simplest and most reasonable way is to use an appropriate suffix:
packages which have the proper document extension are shown automatically
like files.
If you want to mess things up a bit, you can use the bundle bit too; search
the documentation for it (since I don't use it, I don't know where exactly it
is documented, but it is just a flag which says Finder "don't show this
bundle contents, regardless the extension").
There is (thanks God!) no way to hide package contents from a power user,
who can peek there either in Terminal or by other ways (though I don't use
Finder, I seem to remeber there is an option for revealing a file package
contents there, possibly in the contextual menu).
