The full algorithm is a little complicated. Can you tell me (a) what bundles are involved in this--is it just a single application and the system frameworks, or are there loadable bundles and other frameworks as well? (b) what the contents of your AppleLanguages default are when this occurs ("defaults read NSGlobalDomain AppleLanguages").
