PrefPanes are loaded by a Cocoa application. The Dock isn't really either Cocoa or Carbon, IMO, and anyway, it uses extremely odd funky stuff to do what it does so I wouldn't rely on it as a representation of the rest of the system -- and anyway, I'm not sure if Dock Extras can actually display any UI apart from their menus and icon?
