If it's a name of an attribute, I also see a good case for turning it
into a tag-name.
<foobar>keyvalue</foobar>
Doesn't apply to keys in NSDictionaries, though.

IMHO, the best rule-of-thumb is: make it an element if the thing can be
considered as an object in its own right. But it isn't clear what that
rule would imply for the info.plist.
