I am looking for suggestions from ANYONE about the a good way to create an
old style 24 row by 80 column ANSI terminal "view".

There is a Terminal.app, written for GNUstep (source available), that you could have a look at:

You'll probably want a file called gnustep2cocoa.h (or something similar) too, to get stuff working with Cocoa. I don't have it available right now, but poke around www.gnustep.org (mailing lists is probably your best bet...) and you'll find it.
