Hello!
Well, the way I saw it was if I DO break my word about setting it
out as free then people would hate me so much that they would not
buy any of my other programs that I might sell, that would not be a
very smart move.
However, I am really considering putting it under the GPL and
developing it that way. I will do some research on it and see what
I think.
Could maybe the developers that would be interested developing this
software IF it was offered under GPL please contact me?

I think the problem you will have is that there don't seem to be
any guarantees (other than your word) that you won't ever charge
for the final product. I am sure you are doing this in good faith,
but issuing your program under (for example) the GPL *ensures*
that to be legal your software must be free and it's then your
responsibility to make the source available *somehow*. This is the
guarantee that will mean you're more likely to get interested
programmers signing-up for your project. Without it, people will
be suspicious, whether justifiably or not.
