I found an example on the internet that might help you at:

there is a program titled DialWithModem, that lets you dial phone
numbers with your modem. This might help you a little, although it
doesn't have voice capabilites.

Hi ;-)
Currently we are trying to develop a little app which picks a line
whenever
a incoming call is detected on the internal modem line of any Mac
equipped
with such a port and sends a voice message to the caller.
In order the become more familiar in working with serial ports under
OS X
and Cocoa, we tried out some HID examples and serial port sample codes
directly from apple.
Now the problem is that nothing works as expected. The modem and phone
line
are tested and working.
So please, can anyone help us?
