That's a calculus partial derivative symbol, not a delta. To get a
delta, type the letter 'd' in the Symbol font in a Carbon app (or in a
Cocoa app with the keyboard layout set to Symbol).

PS If this b does not come out as a delta symbol, then
the mailing list stripped it or you mail client cannot deal with
Unicode.
