Well, when you do decide to add modifiability, and changable flat files, you might consider an old system, a little discontinued now (but you might find it if you look around) called EOF. It had a flat file adaptor that was pretty fully functional, without needing any real datbase.
It was distributed by some fruity company -- Banana, I think it was.
