Indeed they can, if they have good business sense. There aren't
really any fixed rules about this type of thing.

Rubbish.
There are a few rules, simply applied, which will get you far. It's
not hard to observe these rules - there are a lot of successful,
small software, developers.
In no particular order:
1. Work hard, work cheap.
2. Sweat the small details, they make a difference.
3. Be aggressive. You're small, light, and can go out on a limb to
do new things. This is *often* good for business.
4. Remember who your customers are, and what they do. Remember means
know, persistenly...
Anyone that says there are no rules to this sort of thing is either
a) too lazy to think about it, or b) up to no good.
