I've heard there is a linux port of cocoa in development
It is called GNUStep. There is a lot of research you can do on it, but
it is not, at this time, strictly speaking, a Cocoa port. It is a
re-implementation of the Openstep API as defined by Sun/NeXT. I do
believe they are adding some (all?) Cocoa changes since the Openstep
API. Certain portions are far along, others are not.

No. Unless you count Gnustep on windows. Apple discontinued it's
openstep on windows platform quite a long time ago ...
