I had this symptom too -- I could log in to ADC but not the bug reporter. I would get a vague "null" error message, and when I looked deeper it told me a Java exception had been thrown.
After much fretting, I figured out the problem myself. For some reason I had OmniWeb set to reject cookies from bugreport.apple.com, and that caused a server error when I tried to log in. I had OmniWeb set to accept cookies from other apple.com hosts, which is why I could log in to ADC just fine.
BTW, someone pointed me to a URL where you actually can report problems with the bug reporter. I reported this login problem, and they said they'd look into handling the cookie condition more gracefully.
