As noted in the message I posted, the API reference is complete; there
is still a lot more to be done in the concepts and tasks area. The
document you refer to is part of the concepts and tasks information on
Cocoa; while we've added a large amount of material to this section, it
is not yet complete. If this is one of the specific areas where you feel
the material would be greatly useful in coming up to speed with Cocoa,
please feel free to send in feedback to that effect using the feedback
form on the website. We'll use that information to help us determine
which parts of the concepts/task information to work on first.

So, while you're half right ("description" is replaced by "concept"),
