Currently I'm 22, but when I entered college in 1997 I was 17, albeit I
was about 3 months away from turning 18. At that time I think it wasn't
until December of 1997 when Apple started the ADC Student Program. I
joined as soon as I heard about the program. There's no reason why I
wouldn't have tried joining if the program had started earlier, even if
I was 17.
I usually go chat wherever i see mac developer forums, and sometimes
there are high school students there asking questions about programming
and most recently it seems about Cocoa. Some of them are younger than I
was when I first started programming for the Mac.
These programmers although not 18, are sometimes very dedicated and
intelligent. They contribute a lot as in Finlay Dobbie's case. I
benefited from his sleuthing of that ppp connection problem.
My point really is that I'd like to see Apple change or supplement its
ADC Student Program, so that it is more supportive of these students.
They're not quite 18, but many start getting into programming way before
they get out of high school.
Also, being able to participate in things like the Darwin open source
project can be a real learning experience for them. After all I dont
think there's a whole lot of NDA code in an open source project is there
now?
I also think we could bring some change to the way the ADC Student
Developer Program works by e-mailing the Student Developer Program
directly. Anyone know the e-mail address there? I wouldnt mind
spending some time and writing an e-mail in support.
On a side note to Finlay Dobbie, I'm assuming you used your ADC account
for access at the Darwin open source site? I think I tried to do the
same on one occasion only to have it fail... So I had to sign up for a
new one... Any ideas how one goes about linking one account to both ADC
and Apple Public source?

BTW: You are not a rare case. I'm in almost the same bind.
I'm 16, I also know a number of people who are under 18. All of us would
love to be part of ADC Student Developer.
